Service for Selfie creation based on existing Passport?

Hi,

I am wondering where could I get a service of creating a selfie for passport? The face of human taking a selfie should match face on passport. Preferable with A4 white paper (custom note) on other hand?

I tried freelance websites like fiverr but no luck so far...

Would anyone be so kind to tell me please?
